Kherson Regional Military Administration denies overpayment of ₴35 million on fortifications

The Kherson Regional Military Administration denies overpaying 35 million hryvnias for the construction of fortifications.

This response was provided by the Regional Military Administration to «Up» after the publication of the Bihus.Info investigation.

The journalists' material stated that the company «Global Build Engineering», which received 280 million hryvnias for fortifications in the region, purchased anti-tank pyramids and concrete blocks through an intermediary, «Dnipro Promsnab Torg», which significantly increased prices. According to journalists' estimates, the overpayment could have reached 35 million hryvnias.

Instead, the Kherson RMA noted that an accurate assessment of the cost of the work can only be made with full access to the design and estimate documentation, acts of completion and contract terms. Since these documents have limited or secret access (due to the military nature of the facilities), the administration believes that journalists could not objectively assess the circumstances.

The RMA also stressed that «Global Build Engineering» did not use concrete «Lego blocks», as alleged in the investigation. FBS blocks were used in the fortifications, the average cost of which reached 3,000 hryvnias per unit during the peak demand period.

According to the military administration, 151,000 anti-tank pyramids were manufactured and installed in the de-occupied territory of the region at a total cost of almost 241 million hryvnias (an average of 1,595 hryvnias per unit, including production, delivery, installation and logistics). However, the administration noted that they could not provide a list of specific materials because they did not have access to classified documents. There have been no audits or official inspections of this contract so far.

It is worth reminding that the construction of fortifications for Mykolaiv region is 100% complete and the balance sheet of the regional military administration has been transferred.
