Residents of a house who have been living without gas for a month after an accident are ready to block the road due to the inaction of the housing office in Mykolaiv

In Mykolaiv, residents of house №41 on Vinhranovskoho Street, who have been without gas supply for almost a month after an accident, have announced their intention to go on strike and block the road.

This is stated in an appeal received by the editorial office of NikVesti.

We would like to remind you that this is a five-storey building in which 90 apartments were left without gas after one of the residents tried to replace the gas column on his own, mixed up the hoses and accidentally let water into the gas pipeline, which caused the accident.

According to the residents, the building manager — «City for People Mykolaiv» — does not initiate the identification of the person responsible for the incident, does not comply with the instructions of the emergency service and does not pay for the work to restore gas supply. Instead, the management company is allegedly blackmailing other residents of the apartment block, demanding that they pay for the necessary repairs instead of the person responsible for the accident.

They also state that the Mykolaiv branch of the limited liability company (LLC) «Hazmerezhi» does not restore gas supply due to the refusal of the management company to comply with mandatory orders. It is noted that «City for People Mykolaiv» explained its decision by the fact that there are no proper specialists on the staff, and the organisation itself does not want to order and pay for services to restore gas supply to the building from «Hazmerezhi».

«The management of LLC «Hazmerezhi» and JSC «Mykolaivgaz» are not at all embarrassed that they did not bring to justice for failure to comply with the instructions of the building manager, did not identify the guilty person by inspecting the apartments, which for some reason was not immediately carried out and all the subscribers of the building were not informed by letters, did not restore gas supply after the threat of an accident was eliminated, continue to unlawfully charge 89 subscribers affected by the accident for gas distribution services that are not available in the building, and did not restore gas supply in violation of existing contracts for the provision of gas supply services to subscribers of building 41,» — the appeal says.

Residents of the high-rise building emphasise that due to the lack of gas and regular power outages, they are forced to use gas braziers and tourist heaters, which poses a real threat to their lives.

«Given the constant rolling power outages according to Mykolaivoblenergo's schedules and unplanned blackouts, in the absence of electricity (and the period of electricity availability drops to 170-175 watts) and gas, people (residents of the building) are unable to cook or heat food, so they are forced to use gas braziers with gas cylinders or tourist gas (Chinese) heaters without proper compliance with fire safety rules. In addition, such equipment is not certified and is dangerous for continuous use, which can cause gas leaks and, as a result, a more serious emergency, i.e., a gas detonation and explosion in the home. In such circumstances, not only the material and technical part of the apartment building will suffer, but there is a real threat to the health and lives of people!» they stressed.

On 4 December, «Hazmerezhi» reported that they had already completed all the priority emergency works: 30 meters were replaced and water was removed from the underground part of the gas pipeline. They also stressed that further resumption is possible only after an official written request from the management company «City for People», which must confirm the readiness of the in-building networks.

To do this, the system must undergo an

• external inspection;
• a leakage test;
• checking the serviceability of gas equipment in all apartments.

«As of 4 December, the Mykolaiv branch of «Hazmerezhi» has completed all emergency works on its part and is ready to IMMEDIATELY start the procedure for restoring gas supply after receiving a written request from the management company «City for People». We urge residents to contact their management company and initiate the submission of the necessary document», the company said.

Residents note that a similar accident already occurred in January 2023 due to improper maintenance of the networks by the manager. Then the fourth entrance was left without gas for a month. According to them, the management of «City for People Mykolaiv» also allegedly blackmailed people.

Earlier in Mykolaiv, heating was launched in a dormitory that had been without heat for almost a month.
