The Ministry of Development is looking for ways to resume the work of the port in Kherson

The Ministry of Communities and Territories Development of Ukraine, together with the concessionaire, have started working on the project to make the Kherson port operational after the end of hostilities.

This was reported by the press service of the Ministry of Communities and Territories Development of Ukraine.

The ministry held a meeting of the working group on fulfilling the terms of the concession agreement. In particular, Deputy Minister Andrii Kashuba stressed that the Kherson port is a key element of the country's logistics system, and the current work is laying the foundation for its rapid launch after the war.

Deputy Minister Maryna Denysiuk also noted that effective public-private partnerships should be based not only on investment but also on trust, stability and shared responsibility for regional development and job preservation.

The Ministry of Development reminded that from October 2025, legislative changes will come into force that will allow concession agreements to be adapted to force majeure conditions. They provide for the possibility of suspending the terms of contracts, changing financial terms, resolving social issues and receiving grants. These innovations should stimulate private investment and facilitate the implementation of infrastructure projects in the format of public-private partnerships.

The company «Kherson Port», which took over the concession in December 2021, has lost most of its production facilities since the start of the war. A part of the port on the left bank of the Dnipro River is still under the control of the occupiers, and the flooding after the Kakhovka hydroelectric power station was blown up in June 2023 caused additional damage. Since 2022, the concessionaire has repeatedly appealed to the Ministry of Community and Territorial Development with a proposal to set up a working group for the restoration, but no decision has been made for a long time.

As a reminder, the Cabinet of Ministers has approved the reorganisation of the state-owned enterprise «Kherson Commercial Sea Port».
